Dr. Philip C. Harris currently serves as the Broward County Human Services Administrator and manages the Children’s Services Administration Section of the Broward County Human Services Department, Community Partnerships Division. In this capacity, he is responsible for nearly $15 million in contracted services for children, youth, and their families in the areas of Juvenile Justice System, Behavioral Health, Special Needs, Childcare, Social Services Systems, Child Welfare Services, LGBTQ (social services), and Independent Living. He closely coordinates with stakeholders, children’s services funders, children’s services advisory boards, and the community board in ensuring a responsive and inclusive system of care. Additionally, he assesses a complex system and evaluates socio-political and economic implications of new policies and regulatory changes across the organization.
Dr. Philip C. Harris has worked directly with and has contracted services for more than a decade in the field of Human Services and Public Administration with municipalities, county governments, and nonprofit agencies. He has a very strong track record of cultivating and developing relationships with individuals, foundations, universities, private partners, community partners, and state and federal agencies. Previously, Harris was the Children’s Services Deputy Director for Hillsborough County Government. In that position, Harris served as the driving force behind the successful creation and implementation of recruitment, retention, talent succession planning program, disciplinary, and workflow models of employees. He assumed full responsibility for the administration of a $7 million budget, assisting with the renegotiation activities of major vendor service contracts. He also directed the activities of employees working in various service program areas, such as foster care, Department of Juvenile Justice (DJJ), Children in Need of Service/Families in Need of Services (CINS/FINS) programs, and Independent Living and Child Care Licensing program services.
In addition to Dr. Harris extensive professional career experience, he still takes the time to personally give back to his community. He is faithful to community building and improvement. Some of his community and industry organizational activities are as follows: Board of Directors, National Forum for Black Public Administrators National Conference; Member, American Society for Public Administration; Board of Directors, Florida Association for Volunteer Resource Management; Ambassador Father for March of Dimes; and Board of Directors, National Sigma Beta Club Foundation, Inc.
Harris went on to earn his bachelor’s degree in Communication from the University of South Florida. He also holds a Master’s in Business Administration with an emphasis in Public Administration, and a Doctorate in Business Administration with a concentration in Management from Argosy University.
