In 1990, Scott Clemons was elected to the Florida House of Representatives, and subsequently re-elected until retirement in 1998. He served as Freshman Class President, Chairman of Telecommunications and Utilities Committee as well as Vice-Chairman of Banking and Corporations Committee. Prior to his legislative career, he practiced law at Bryant, Higby, & Williams for five years in Insurance Defense. In 1991, he joined The Clemons Company, focusing on health insurance and structured settlements. Elected in 2007, Scott currently serves as Mayor of Panama City.

Scott serves as Chairman of the Bay County Chamber of Commerce, Chairman of Early Education & Care Inc., was appointed to Florida Commission on Ethics 1998-2000, is Chairman of the Florida Children’s Campaign, was Chairman of the Bay County School Readiness Coalition 1999-2000, serves as a member of Board of Directors of the United Way, and as a member of Bay County Economic Development Alliance.

He received his Bachelor of Arts in Political Science (International Relations), University of the South at Sewanee, in 1982 and his law degree from Mercer University in 1986.

He is married to the former Patricia Boss and has two Children, Mary Katherine and Olivia.
